This is actually really easy to do, but Xero have not got this set up logically. When you click on Holidays in the payroll settings, you click on the "Add Holiday" button. It shows "Please Select" with a drop-down arrow. It shouldn't show this, because you can actually type in the name of the Holiday that you want to add. It's not limited to only the Holidays already set up.
