    Title: Allow allocation of staff costs in Xero Projects without requiring them to be invited as users

    Description: Currently, to allocate a cost rate to staff in Xero Projects, they need to be invited as users in Xero Projects, even if they are only listed in Xero Payroll. This requirement can be cumbersome when the staff involved in projects are not actively working within the Xero Projects platform, but their time or cost needs to be tracked for accurate project budgeting and reporting.

    It would be incredibly useful to have an option to allocate a cost rate to staff without needing to invite them as full users in Xero Projects. This would streamline the process for businesses that only need to track staff costs, but do not require them to interact directly with the project management features in Xero Projects.

    Benefits:

    Saves time and resources by reducing unnecessary user invitations.
    Allows businesses to track staff costs for projects without adding extra complexity.
    Streamlines payroll and project management by having accurate cost allocation data.
    This feature would significantly enhance the flexibility of Xero Projects and help businesses manage project finances more efficiently.
