Not only is it annoying, but the popup sits exactly where the ''Approve and xxxx' button is, so muscle memory means that you click it and have to then back out. Rectifying this is a relatively simple front end change, and the decision could even be stored client side. If it isn't implemented, I strongly believe it is by choice (Desire for Xero to get more people signed up to online payments), not because of effort.
