If the expense is a paid bill and you want to record that payment to a loan account, this cannot be done using Xero Me. Xero Me is only for payroll and employee expense claims, not for managing or recording payments on supplier bills.
Within Xero Me app..... If the person putting in the paid bill does not wish to be reimbursed straight away it should be able to be coded against a loan account of the payer. It seems totally unnecessary for an approver level to have to then go to another area to record payment. This waste their time and the bookkeepers time. Expense claims should incorporate not just reimbursing an employee as the majority of time it is the owner of the business or high level management that have paid the bill. This should be created under a sub heading under the Expenses .

I would also suggest Other be a separate permission option when giving access to users.
Further you alternatively set up the person who has paid the bill as a bank account
On a monthly basis have a journal set up to clear from the bank account to their loan account. Not sure if Xero has the capability of handling this.
This should also be able to be reported using from & to dates. This information would benefit both Managers and bookkeepers helping with Cash Flows & Budgets
