At the moment, paying bills by cheque/check in Xero is only supported for US and Canadian organisations. For organisations in other regions, this feature isn’t currently available.
We understand this capability is important for some businesses, and we’ve shared your feedback with our product team. Right now, our focus is on expanding and improving bill payment support more broadly, rather than extending the existing cheque/check feature to additional regions.
We don’t have any further updates to share at this stage, but we appreciate you taking the time to let us know what would be valuable for your workflow.

I totally agree that cheque function must be available in Global version. Outside of Canada & US, many companies are still sending out cheques for payment. One of my client in Hong Kong is using an excel file as cheque register, and from time to time reconciling with the clearing record in Xero.
This is not something brilliant new thing. This module is already in Canada & US editions, it should be technically easy to roll out (copy) to Global edition and not waiting 3 or more years.

I asked for the functionality of seeing an file/doc attachment on the Contacts Transactions List. This is very useful because we can easily focus on a contact's transaction history and see whether document are attached. For example, if the contact is a utility company, see the file icon will ensure a copy of the bill is attached. Convenient for checking and auditing too.
