This was first flagged as an issue in 2022. As has been said below, this is a basic regulatory compliance issue - why is it still unresolved? Not good enough to say Xero is created with small businesses in mind - as said belo: Apprenticeship Levy can apply to "small" companies or "large" companies for which there is no definition as far as payroll is concerned, especially where there are connected companies and one company claims 100% of the allowance.
