I've had the same problem, so I've been building a fix while this sits at "Submitted".
It's called Vellum (vellum.nz). It connects to Xero and turns an invoice into a PDF with a picture beside each line. You add a photo to each item once and it appears on every invoice using that item. Lines typed in by hand can be linked to an item once and are remembered. You can also add job photos to a single invoice, such as before and after shots, plus your logo, colours, font and an optional banner.
It does invoices only for now. Reading this thread, quotes clearly matter as much, so if that's what you need, say so here and it tells me what to build next.
