Agreed, if a role can run these reports it should be able to export them. Worth a vote.
Until that changes, one workaround, with a disclosure first: I'm the developer of Reportpost (reportpost.app), an independent app that emails Xero reports on a schedule. Someone with full access connects it once (read-only) and sets up, for example, aged receivables and aged payables summaries sent to the admin team every Monday morning as PDF or Excel. Staff get a file they can sort and annotate without any extra access in Xero, and no columns get cut off like when printing.
If they need invoice-level detail, it can also send lists of unpaid invoices and unpaid bills.

Hi community, thanks so much for all the interest we received. The teams interview spots filled up quickly and they are now fully booked.
Apologies if you didn't manage to sign up to one of the interviews — We really appreciate your enthusiasm and may reopen the link for future research rounds. We will make sure to update here if there's more opportunity.
We will be back to share outcomes from the teams exploration.

In case it's useful while Xero looks into this: I'm the developer of a small app called Reportpost that does just this.
You connect Xero (read-only), pick the reports, and it emails them as PDF, Excel or CSV to whoever you choose, weekly, monthly or quarterly, on the day and hour you set. Reports: P&L, balance sheet, aged receivables and payables, bank summary, trial balance, executive summary and budget summary, plus lists of unpaid invoices, invoices raised in the period, draft invoices and unpaid bills. Periods include last month, last quarter and financial year to date, with comparison columns on the P&L and balance sheet. Bookkeepers can set up a separate pack and recipient list for each client. Replies to the email go to you.
One limitation: Xero's API doesn't give access to custom report layouts, so it sends the standard ones.
It's a 14-day free trial with no card, then from US$12 a month: reportpost.app. If there's a report you need that isn't there, email support@reportpost.app and I'll look at adding it.
Until Xero adds this, the manual route is to run Budget Variance once per budget holder (pick their budget at the top, or filter by their tracking option), export it to PDF or Excel and email each one after month end.
I'm the developer of Reportpost (reportpost.app), an independent paid app with a free trial that emails Xero reports on a schedule, so it can cover the sending part. You set up one schedule per budget holder, and each one sends that person their reports as PDF and Excel on the day you choose. The reports can be a Budget vs Actual, the Budget Summary, or a Profit and Loss filtered to their tracking option.
One limit to be upfront about: its Budget vs Actual only compares against the organisation's overall budget, not budgets set up per tracking option. The filtered Profit and Loss shows that holder's actuals but no budget column. If each of your budget holders has their own budget, the comparison itself still needs Xero's Budget Variance report.
