Workpapers | Manual Journals - don't automatically mark as Cash Basis
Journals (General Journals, Manual Journals) are inherently an ACCRUALS transaction. Not cash.
Manual Journals can't be recorded against a bank account in Xero.
Manual Journals should NOT be Cash Basis by default. They should be Accruals ONLY, by default. Xero should give you the OPTION to include your Manual Journals on cash based reports.
Hi team, appreciate this idea is specifically around how you can process Manual Journals within new Xero Workpapers.
Right now the selection of whether to show a journal on cash basis reports is only available when posting Manual journals within an organisation at present.
Our product team are still making improvements within the new Workpapers experience and using feedback from the forums here to inform their roadmap.
This isn't planned at present, but I'll be sure to let you know if there are any plans made around enabling this selection within our new Xero Workpapers solution, here.

This is critical - if you return GST on a cash basis (like most small businesses in NZ), the accrual journal will be included in the GST return. It's almost inevitable that GST will incorrectly claimed on accounts payable journals. I agree with the OP, that journals should be accrual by default, with the option to include on cash basis reports.
