US Payroll: Hide the payroll menu when payroll is not in use.
Apparently, there is no way to hide the payroll menu - this should be changed so that if there is no payroll subscription, then that menu does not appear.

Hi Patrick, I looked into this further and wanted to clarify. The Payroll menu has been added to some US organizations to increase the visibility of our US Payroll feature. I apologize for the confusion in my previous reply.
We recognize having an inactive menu isn't ideal for everyone, and the request to hide it makes total sense.
